Introduction
A recent incident that shook South Asia was the Pahalgam attack in April 2025, in India's northernmost region. Twenty-six civilians were killed after being asked their religion. Two weeks later, India launched Operation Sindoor, a calculated, multi-domain military response combining missile strikes, loitering munitions, and electronic warfare against the terrorist camps behind the attack. For four days, the Himalayan skies became a theatre of modern warfare.
But as the smoke cleared, something more unsettling came into view. This wasn't a sudden release of pressure, and it wasn't merely the latest chapter in a long-standing bilateral feud. It was the moment South Asia's drone arms race stopped being theoretical. India and Pakistan spent decades preparing for conventional war and nuclear deterrence. Neither side had built the doctrine, the countermeasures, or the diplomatic guardrails for the kind of warfare they actually fought in May 2025.
South Asia is a late arrival to this shift, not an isolated one. The 2020 Nagorno-Karabakh war between Azerbaijan and Armenia first showed that a state with a modest but well-integrated drone arsenal could dismantle a much larger conventional force. The Russia-Ukraine war then turned that lesson into a template, with cheap FPV drones and loitering munitions reshaping how a materially weaker side sustains a fight. What happened between India and Pakistan in May 2025 was this same pattern arriving in a region where both sides also happen to have nuclear weapons, a shared border, and a long history of misjudging each other's intentions.
The May 2025 Confrontation: Drone Warfare in South Asia
The May 2025 confrontation marked a turning point in South Asian security. For the first time, the two nuclear-armed neighbours extensively deployed unmanned aerial vehicles for surveillance, intelligence gathering, precision strikes, and electronic warfare, cutting their reliance on manned aircraft and the risk to personnel. India deployed Israeli-origin loitering munitions and advanced surveillance drones against Pakistani camps linked to the Pahalgam attack. Pakistan leaned heavily on Chinese and Turkish drone technology for reconnaissance and retaliation.
Islamabad relied on a partnership between Pakistan's National Aerospace Science and Technology Park and Turkish defense contractor Baykar, which locally assembles the YIHA-III drone. During the conflict, Pakistan used drones to probe rather than destroy, targeting 36 locations along a 1,700-kilometer front to test India's air-defence network rather than mount large-scale destructive strikes. It deployed a mix of Turkish-made YIHA-III and Asisguard Songar drones alongside its own Shahpar-II UAV.
India's Strategic Response: The Atmanirbhar Bharat Initiative
In the conflict's aftermath, both countries drew the same lesson from very different starting points. India accelerated its domestic drone ecosystem under the Make in India initiative, investing more in AI and counter-drone technologies. Driven by the Atmanirbhar Bharat initiative, India has moved from dependence on foreign drone technology toward a self-reliant, globally competitive ecosystem. Over 600 firms, spanning private and public sectors, now manufacture drone parts and systems.
Companies like NewSpace Research & Technologies, IdeaForge, and Raphe mPhibr are tailoring products directly to the armed forces' requirements. India isn't merely assembling drones. It is working to produce critical components domestically, including software, AI navigation systems, sensors, propulsion systems, and communication equipment, cutting its dependence on foreign suppliers during active conflict.
Pakistan's Strategic Divergence: Alliance Dependence
Pakistan took the opposite path, deepening ties with China and Turkey to secure greater access to UAVs and related technology rather than building an equivalent domestic base. Because drones can penetrate advanced air-defence systems like the S-300 and S-400, both countries are now investing heavily in radar, GPS jamming, and integrated air-defence networks capable of intercepting UAVs. Future conflicts will demand as much defensive drone capability as offensive.
This divergence, self-reliance on one side and alliance dependence on the other, will likely shape how each country postures in the next crisis. A state building its own supply chain can absorb a longer, drawn-out drone exchange. A state leaning on imported systems is more exposed if its supplier's priorities shift or its stockpiles run low mid-crisis.
The Economics of Drone Warfare
This asymmetry matters more than it looks. A single FPV or loitering drone can cost as little as a few hundred to a few thousand dollars. The systems built to shoot it down—interceptor missiles, layered radar networks, and directed-energy weapons—often cost orders of magnitude more. That imbalance rewards attackers, not defenders. Sending a swarm of cheap drones can exhaust an opponent's expensive air-defence stock far faster than it can be replenished.
Unlike nuclear deterrence, where the cost and risk of escalation fall on both sides roughly equally, drone warfare tilts the economics toward whoever is willing to spend the least. That is exactly why South Asia's military planners are now racing to build not just more drones but also cheaper ways to stop them.
The Governance Challenge: Absence of International Frameworks
What makes this especially dangerous for India and Pakistan specifically is the absence of any rulebook. Unlike nuclear weapons or missiles, there is no dedicated multilateral process governing armed drones. The closest attempt, a joint statement by 21 states in 2024, remains non-binding. Even the Missile Technology Control Regime, drones' closest existing safeguard, covers only 12 of the roughly 30 countries capable of building advanced UAVs.
Two nuclear-armed rivals with a decades-long history of miscalculation are now testing a new kind of warfare with no hotline, no treaty, and no shared understanding of what a 'drone red line' even looks like.
Crisis Management Mechanisms and Policy Implications
This is where the India-Pakistan case becomes a genuine policy problem rather than just a military one. Existing crisis-management mechanisms between the two countries, built around artillery exchanges, airspace violations, and missile tests, were never designed with drones in mind. A drone incursion sits in an ambiguous space: cheaper and more deniable than a manned strike, but still a clear violation of sovereignty. That ambiguity is precisely what makes it useful to a state signalling resolve without inviting a nuclear response and precisely what makes it dangerous if either side misreads the other's intent.
Neither country has publicly clarified what threshold of drone activity would be treated as an act of war.
Conclusion
Circling back to Pahalgam: what happened in the Himalayas in May 2025 was never just a bilateral flashpoint. It marked the start of something larger, a shift neither India nor Pakistan had fully confronted before. Drone warfare was still fairly new to both nations, but India's response revealed something important: possessing world-class drone technology isn't enough on its own. What matters just as much is having equivalent countermeasures and the doctrine to use both correctly. The attack killed 26 civilians, and the scale of India's multi-domain response signalled that the country was prepared to meet modern threats with modern tools, not conventional force alone.
The next India-Pakistan flashpoint may not wait for another Pahalgam. Neither country has agreed on what a 'drone red line' even looks like, and the two nuclear-armed neighbours are testing a new kind of warfare in real time while the rest of the region watches to see what happens when it goes wrong. Before that next flashpoint arrives, South Asia needs at minimum a working definition of that line and a channel through which either side can say so before it's crossed, not after.
When two nuclear-armed rivals start settling scores with machines that cost less than a car, the old rules of deterrence no longer apply.
